Bayside Council Tree Guidelines

Bayside Council regulates trees through the Bayside Development Control Plan (DCP) 2022 and its Tree Pruning and Removal Guidelines. Most pruning or removal of trees on private land requires Council approval unless a recognised exemption applies.

Whether you're removing a tree, lodging a Development Application or building near retained trees, Council approval and supporting arboricultural documentation may be required depending on your proposal.

Arbor Express prepares AQF Level 5 Arborist Reports that help homeowners, builders, architects and developers satisfy Bayside Council's planning requirements.

  • Development affecting existing trees may require an Arboricultural Impact Assessment (AIA) prepared in accordance with AS 4970, together with Tree Protection Plans, Project Arborist services and details of nearby trees, including adjoining and street trees.
  • A Tree Permit is generally required before pruning or removing a tree on private property.
  • Approval is generally not required for trees under 3 metres in height with a trunk diameter of 300 mm or less measured at 1.4 metres above ground, for most fruit trees, or for species listed in the Bayside DCP Appendix 3 Exempt Tree Species List.
  • Council requires an AQF Level 5 Arborist Report for applications involving dead, dying or dangerous trees, and where 10 or more trees are proposed for removal.
  • We assess your site, determine whether approval or an exemption applies and prepare Council-compliant documentation to support your application.

Frequently Asked Questions

Is my tree exempt from Council approval?

Council generally does not require approval to prune or remove certain trees, including those under 3 metres in height with a trunk diameter no greater than 300 mm measured at 1.4 metres above ground, most fruit trees and species listed within the Bayside DCP Appendix 3 Exempt Tree Species List. We can confirm whether your tree qualifies before any work begins.

Do I need Council approval to remove a tree?

In most situations, yes. A Tree Permit is generally required before pruning or removing a tree on private property within the Bayside Local Government Area unless a recognised exemption applies.

What does an Arborist Report include?

Depending on the purpose of the report, it may include a tree health and structural assessment, Tree Protection Zone (TPZ) and Structural Root Zone (SRZ) calculations, retention recommendations, impact assessment and tree protection measures prepared in accordance with current Australian Standards.

How soon can you attend for an urgent assessment?

Fast-track reporting is available for urgent and hazardous tree assessments, subject to current availability.

Do you prepare reports for builders, architects and developers?

Yes. We prepare DA Arborist Reports during the design stage, Tree Protection Plans following Development Consent and provide Project Arborist inspections throughout demolition and construction for residential, commercial and airport precinct developments across Bayside Council.
